Spending per pupil: An incomplete way to look at school budgets

School district budgets in New York State are one of the few examples of direct democracy in this country. 

In other words, most New Yorkers get to vote directly on their school’s budget referendum rather than relying on elected representatives like village boards to vote in residents’ interests.
