Council Members Phil Wong and Julie Won joined a number of veterans and advocates outside the Borden Avenue Veterans Residence on Monday, Oct. 5, to confront Department of Social Services (DSS) Commissioner Erin Dalton over conditions at the shelter.
Wong and Won had sought to conduct an unannounced oversight visit at the shelter last week but were denied entry, with DSS officials stating that the City Charter does not permit council members to conduct unannounced inspections of shelters.
