The New York City Council is putting $1 million toward expanding student programming at the 9/11 Memorial & Museum, an investment that officials say will support field trips for up to 20,000 students as the city marks 25 years since the terrorist attacks.

Council Speaker Julie Menin is set to announce the funding Thursday at the Lower Manhattan memorial, where Council members will also hold a wreath-laying ceremony honoring the nearly 3,000 people killed on Sept. 11, 2001.
