Geraldo Rivera Editorial: A toxic memo

Friends and families of the disabled, beware. A memorandum circulated by the Office of Legal Counsel in the Justice Department argues that states should bear no responsibility for the cost of in-home or community-based care for the disabled.

The memo says that while federal law prohibits discrimination against those with disabilities, it does not force states to fund or provide services for them outside an institution, like a nursing home. This is a recipe for the re-institutionalization of the handicapped.
