Changes have been made to Intro. 303 — the No More 24 Act that aims to end the 24-hour work day for home care workers in New York City — after ongoing negotiations between the City Council’s Committee on Civil Service and Labor, a representative from Mayor Zohran Mamdani’s legal team and stakeholders, including disability advocates and labor unions.
The bill now includes a provision that excludes union workers who are already under a collective bargaining agreement (CBA) that was in place as of Feb. 18, 2026.
