Troy Blackwell is running for NYC Council District 15 in the Bronx, a seat formerly held by Ritchie Torres, who is now a member of U.S. Congress. Council District 15 encompasses the areas of Bedford Park, Fordham, Mount Hope, Bathgate, Belmont, East Tremont, West Farms, Van Nest, Allerton, Olinville. There is a special election for this seat on March 23.
